Problem with records

When I or my users edit an SP record, the Subjects only displays the Subjects owned by that users. So you can't add a Records to a Subject that some else owns. How do I change this so that users can add a Record to any Subject? It used to allow Records to be added to any Subject, but now it has this limitation. I re-downloaded a fresh copy of SP 1.0.1

In 2.0 you can see a list of all guides to the right of your own guides.  In 1.x, you could tweak the code of control/guides/index.php (and perhaps control/guides/guide.php) to allow anyone to edit.  But why not upgrade instead?

I am thinking about upgrading to 2.0 this summer. However, something changed when my SP got corrupted and I downloaded a fresh copy of 1.0.1. Is there a simple way I can make it behave the way it did before?
