Subclipse 4.2.3 Released

Releases contains a small fix for Eclipse Oxygen.  Details on all changes are here:

I also published JavaHL 1.9.6 binaries today and they will come with the release for Windows users.  Finally, I have also decided to make these 4.2.x versions be the version available via Eclipse Marketplace from this point forward.
