I too was also at that conference! The city hall one?
The Crisp company are really very usefull!
Easter is probably going to be quiet.. so if you do not want students around then this is a fine time.. but you may find that halls managers take a little bit of time off too and leave supervisors or other staff in charge so ensure that the managers seriously brief these satff to help you..
However do you really not want students around?
When you intstall the bins and boxes, you may find that they just dont get used once the students are back and they either do not understand there has been a change or do not know what they are now meant to do and continue as usual.
We found that we needed to actually show the students the new recycling methods and go round to the flats when we installed the bins.. but every halls works differently, so if they have received education prior to the change then easter should be fine.
In terms of speeding things up, usually it will ba a case of knowing who it is that can mandate the right people to get things done.
ie do you really need to talk to estates and / or the council etc?
In my case (in Kingston) we have some halls with some recycling and some without, some have paper, and others with pretty much everything, and we also have problems in that the halls lie in different boroughs... (ita all a mish mash) but we are using the council, and allthough to begin with the halls managers were slow off the mark, once they understood the problem and what we were trying to do, they were all for it. But then we realised that the problem was with the council so i arranged a meeting with head of waste and he explained everything to me that others on the phone were unable to do.
We are now dealing with funding problem, which hits an entirely different area and set of people.. so it goes on..
