What's the criteria for a new program?

SVSU: It's an institutional issue.
OU: Demand.
UMF: For us Social work, because they can go so many miles away for a
school for the same program, they won't do that program.
UMD: All of the UM's work together about grad programs. If there's a
program then it's funded by the people enrolled with that program.
