If a team is unable to produce a submission run where all of the 10 singular values are below the error limit of 1e-12 can they still submit the kmeans run with the flawed data for partial points?

The required tolerance is needed before k-means is run.

Important clarification: All but the first singular value, must meet the required tolerance.
