Title: Launching expectations: Exploring the role of the state in creating space launch markets

Eleanor S Armstrong and Richard Tutton

In this paper our aim is to investigate the different policies and institutional actors involved in establishing a space launch market in the UK and analyze how they have constructed different expectations of its technoeconomic and political benefits. We explore the roles played by policy actors in the UK to organize the “promissory space” of a space launch market through the production of policy and strategy documents, in which they have articulated different types of expectations about its futures. We discuss how they have materialized these expectations through the development of capital markets, direct investment, and new regulatory, legal and institutional frameworks, with the purpose of assetizing access to orbital space from the UK. We also reflect on how expectations have changed since the Virgin Orbit launch failure in 2023. Our paper contributes new insights to critical work in STS and allied fields that has explored the role of the state in shaping innovation in the space sector and the development of space launch infrastructure, to the study of sociotechnical expectations in market creation, and to assetization studies.
