at TU Wien in Vienna, Austria
The HCC series of conferences is the official bi-annual event that brings together all the Working Groups and members of TC9.

The Human Choice and Computers (HCC) conference series began in 1974, emerging from concerns that people were being forced to use computers in dehumanizing ways. From the outset, the focus was on ensuring that human and community needs took precedence over purely technological or economic considerations. These early concerns remain highly relevant today, particularly with the rise of Artificial Intelligence.
Generative AI technologies, such as ChatGPT, have reignited debates around human–computer relationships. While some view them as profoundly disruptive to creativity and professional practices, others see them as inevitable innovations. AI introduces opportunities and risks: it can support decision-making but may also entrench bias and inequality. Ethical and societal questions have become central to the study of AI’s role in everyday life.
HCC17 in 2026 will focus on “Combined Intelligence: Human–AI Systems in Everyday Contexts.” Moving beyond abstract ethics, it emphasizes empirical, design, and critical research into how AI is integrated into daily practices—both at work and in education, healthcare, governance, and beyond. The conference highlights issues related to power, responsibility, and trust, aligning with IFIP TC9’s mission to examine human choice and social responsibility in computing.
HCC17 welcomes inputs from members of academia and research, civic society, computing associations, industry, and the IT professions on the following (and related) themes:

PAPER SUBMISSION
The conference is open to attendees at all stages of their career and education, whether you are at the start, middle, or peak of your career, either as academics or practitioners. Submitted papers should be approximately 3,000-5,000 words in length. Please return your paper, using the appropriate format, via the link that will be announced shortly. Please ensure that you indicate whether you are submitting to the conference’s general theme or to one of the specific workshops. Papers must be anonymized for blind peer review.
