Why do I see a structure in an issue that has none? Confusing

When I look at an issue in Jira,  I see a structure whether the issue is associated with a structure or not.   Creates confusion.

If the issue is not in the structure, Structure panel allows you to add the issue to it. Also, you might want to check the options that can alter the behavior of the Structure panel on the issue page: https://wiki.almworks.com/display/structure/Structure+Options+for+the+Issue+Page
