Agile Board and Structure Synchronization Question

Hi,

I would like to use Structures to organize issues by backlog and my initial thought was to create a structure "Scope 1" and to have an Agile Board whose query is

issues in structure("Scope 1") order by rank

I configured the structure to sync with the Agile Board using the sync with agile board feature.  

However, this doesn't quite give me the flexibility to just create an issue using vanilla JIRA to immediately appear in the Structure "Scope 1" and the Agile Board.  I looked into configuring the Create Issue screen to see if I could add Structure field but didn't find one.

I would still like to allow users the flexibility in identifying a JIRA issue to be a part of the "Scope 1" structure and thus, be in the Agile board, but I'm not sure what the best approach is.  I was thinking of using Labels, but wasn't entirely sure whether that would be ideal.
