Hello,

stringencoders v3.3 is released.

It improves the already fast toupper/tolower by another 2x!

This also fixes a compile-time buffer overflow that in some cases
causes a core dump _only when compiling_. It does not effect the
runtime.

Some new C++ methods were also added for url_decode.
