stringencoders on 3.10.3 -- minor autoconf fixes

Hi there,

thanks to a few users alerting me that 3.10.0 had some major autoconf
problems on certain platforms.

3.10.3 was regenerated using the autotools on CentOS 5.2 which appears
to have the magic combination of automake, autoconf and friends.
Confirmed on mac, ubuntu, and cent.

Please let me know if you have any problems.
