I'm not sure, as I don't have access to any rhel 8.2 machines and redhat does the packaging.

You can call redhat support and request that they carry the package (worth a shot, if you're a paying customer),

or you can install the rpm from another source, see: https://pkgs.org/download/stressapptest,

or you could build from source.
