Louisville Metro DOT is adding accessible bike infrastructure, and creating and making permanent on street car parking on Barret Avenue, from the shared use path by Ellison to Broadway.

This section of Barret has numerous shops and businesses that would benefit by being accessible by bike and on foot, from those living nearby and around the Highlands and the city. We feel the bike lane is warranted because:
  1. It would connect the Tyler Park, Castlewood, Barrret, and Ellison shared use paths and protected bike lanes to the Barret shops, the Breckinridge and Kentucky bike lanes to Logan and Shelby and downtown, and continue all the way to Broadway.
  2. Bike lanes are good for business (see studies).
  3. It will allow people like children and families and those less confident riding bikes in front of cars and trucks access to the shops and restaurants.
  4. It adds new and permanent car parking spaces
The new design adds new parking spaces south of Kentucky St. And makes the spaces north of Kentucky permanent, where they used to be only for certain times of the day. Combined with the existing parking lots, this is a lot of space for cars. Bike lanes are proven to increase business revenue, safety, make walking more pleasant, and bring new customers, so giving a small part of the road space to this seems a net positive for everyone.

This section of Barret has been discussed and prioritized for improvements like this for years:
  1. From the 2023 Barret Ave public meetings where strong support from businesses and residents was shown.
  2. From the 2025 city Vision Zero Safety Action Plan (see webpage) and Speed Management Plan (see webpage
  3. From the 2025 city approved Bike Implementation Plan (see webpage)
  4. From the 2020 city approved Bike Master Plan (see webpage)
  5. From the 2006 Original Highlands Neighborhood Association approved plan (see plan)
  6. The 1977 city approved Bicycle Plan (see plan)
