BUG FIX: Campaign targeting

Hi,

Unfortunately a bug slipped through our QA phase.
In certain cases when targeting a campaign to stations, some of the
stations were missing from the list.

This bug has been resolved. The bug would not have effected any
existing campaigns, but it did prevent the scheduling of new campaigns
for some clients.
