Is there a delay for Photo Url generation?

We've noticed that image/photo URLs aren't being returned from the getActivity API when we query it after receiving a create activity webhook. However, if we query the API later the urls appear. 

Is there a delay for these URL generations for uploaded photos and if so, how long should we delay our 'GetActivity' request after receiving the webhook?
