Dear Secretary/President,
This is regarding the quotations received for the ELE Top Slab Waterproofing & Painting work.
As you are aware, our Joint Secretary shared in the BRP group the quotation submitted by Maa Durga for the above-mentioned work, with a quoted value of ₹2.70 lakhs. However, several BRP group members raised concerns about proceeding with a single quotation, especially since there was no clear measurement or detailed scope of work attached. It was subsequently decided that quotations from additional vendors would be collected and a final decision would be taken only after comparing all available options.
Following this discussion, we contacted BM Homes for a quotation. To our surprise, their representative informed us that they had already visited the site, were aware of the scope of work, and had submitted their quotation amounting to ₹1.65 lakhs on 12 June.
We are surprised and concerned by this information.
Yesterday, we visited the Facility Office to verify the facts, and our findings are as follows:
1. Both BM Homes and Maa Durga visited the site, and our Civil Engineer explained the scope of work to both vendors.
2. BM Homes submitted their quotation on 12 June for ₹1.65 lakhs, while Maa Durga submitted their quotation on 13 June for ₹2.70 lakhs to our Civil Engineer.
3. Our Civil Engineer forwarded both quotations to the Facility Manager.
4. The Facility Manager, in turn, forwarded both quotations to our Technical Manager, Mr. Rahul.
5. However, it appears that only the higher-value quotation was presented to the Managing Committee (MC).
In view of the above, I would like to request clarification on the following:
* Why were both quotations not presented before the Managing Committee for consideration?
* Who instructed the Technical Manager to withhold the lower quotation?
* Was there any valid reason for not following a transparent and competitive quotation evaluation process?
Considering the seriousness of the matter, I request that an incident report be created and an independent investigation be conducted to ascertain the facts. If any irregularity or misconduct is found, appropriate action should be taken against the individuals involved to ensure transparency and maintain the trust of all residents.
