I am writing to formally lodge a serious complaint regarding an incident that occurred at approximately 10:25 PM on 06-Jun-2026 within our residential complex.

I am an owner-resident of the society and have been residing here for more than a decade. I have also previously served as a member of the Managing Committee. I am therefore deeply concerned about the safety standards within our community following this incident.

At around 10:25 PM, I was walking between the passageway of Tulip, Lily and Magnolia blocks while carrying my infant child (less than one year old) in one arm and pulling the baby's pram with the other hand. My baby was crying and therefore was not seated in the pram at that time.

While I was walking through the narrow internal passageway between the buildings, a vehicle approached from behind at an unsafe speed. Instead of exercising caution around pedestrians and a child, the driver overtook me by driving on the side portion of the walkway and stopped ahead. Although I was disturbed by this behaviour, I chose not to engage and continued walking.

A short distance later, the same driver again approached from behind and overtook me in an even more dangerous manner. During this second overtaking attempt, the vehicle brushed against the pram while the driver was again driving along the side of the pedestrian area. Fortunately, I was carrying my baby in my arms at that moment. Had my child been seated in the pram, the consequences could have been far more serious.

I immediately shouted and asked the driver to stop. Instead of acknowledging the risk or apologizing, he became argumentative and claimed that I was obstructing him by walking "in the middle of the road." This assertion is unacceptable, particularly within a residential complex where pedestrians, children, senior citizens, and families have priority and where vehicles are expected to move slowly and cautiously.

 The driver's behaviour and mannerisms gave me the impression that he may have been under the influence of alcohol. While I cannot independently verify this, his conduct during and after the incident raised serious concerns regarding his fitness to operate a vehicle safely within the society premises.  

Several residents in the vicinity witnessed the incident. One gentleman even shouted at the driver for driving recklessly. Several fellow residents subsequently expressed concern over the driver's conduct and have indicated their willingness to provide statements or act as witnesses if required.

The driver's conduct, attitude, and complete disregard for pedestrian safety were extremely alarming. No resident should have to fear for the safety of their child while walking within the society premises.

I have taken a photograph of the vehicle and the individual involved and have already shared the details with the Main Security Office for record and investigation.

I request the Managing Committee to:

  1. Immediately investigate the incident using available CCTV footage from the area between Lily, Tulip and Magnolia blocks.

  2. Identify the resident/occupant associated with the vehicle.

  3. Issue an explanation notice to the concerned individual.

  4. Take appropriate disciplinary action as per society rules.

  5. Reiterate and strictly enforce speed limits and pedestrian-safety regulations within the complex.

  6. Ensure that such incidents are recorded formally so that repeat violations can be dealt with appropriately.

This incident has left my family deeply disturbed. Residents should feel safe while walking within the society premises, especially when accompanied by infants and young children. The fact that a baby could have been seriously injured due to such reckless behaviour makes this matter extremely serious and deserving of immediate attention.

I request that this complaint be formally acknowledged and that I be informed of the action taken by the Managing Committee. PFB the photograph taken during the incident.
