This whole thing is my fault.
My email provider (Comcast) was giving me grief about sending out the
same email to multiple recipients.
I was too cheap to do what I should have done -- which is spend $30
per month for a proper list serve.
Instead I thought we could use this Google Group as a means of
communicating about dog park developments in St. Paul. That obviously
isn't working. I talked to someone today who said they got six
different copies of the out-of-office-reply which started this whole
thing.
I also understand there have been problems with "unsubscribing" -- and
I don't understand that. Every email has (or should have) instructions
for unsubscribing. I can do it for you (as the "owner" of the
Group); however, it is cumbersome, but I will try.
Perhaps it is time to disband the group entirely.
The new director of Parks and Rec (Mike Hahm) permitted the proposed
dog park at Lilydale to go through (that site is years away), but he
put the brakes on any other dog parks for the city.
This despite the fact the P&R "Vision Plan" calls for 4-6 additional
off leash dog parks in the city.
The only way that might change would be a concerted effort to convince
the Mayor to get P&R to change course (Hahm serves at the pleasure of
the Mayor).
My experience has been there is strong sentiment for more dog parks in
the city, but there are very few folks who are willing to devote the
time such advocacy requires.
Maybe I'm wrong, and there are some people on this list who would be
willing to pick up their rhetorical cudgel and go banging on the doors
of City Council members and the Mayor's staff.
Finally, as many of you are aware, the city will be going through
severe budget woes in the coming months. Some will say we can't afford
dog parks.
I dispute that. First, once the site is assigned, the costs to make
it operational are absolutely minimal. Second, and more important, my
sense is that most dog park adherents would readily pay an annual
permit fee in the $25-30 range. This fee would pay for the necessary
amenities and required fencing, if it could be installed over time.
That's what they did in Madison WI (4 dog parks). The dog parks were
opened once approved, but it took 3-4 years to generate sufficient
revenue to completely fence them (including Quann park, which is 40
acres). Now permit revenues not only pay all the costs (overhead
allocations, trash removal, maintenance, etc.), they have actually
become a revenue stream for the Parks department.
The same could happen in St. Paul.
