As far as I am aware PCSWMM makes use of native the SWMM5 .inp file, so
transfer between the two systems is seamless insofar as the SWMM5 data file
is concerned. A SWMM5 .inp file may not contain all of the data resident in
the PCSWMM GIS so opening a .inp file will initially yield a rather sparsely
populated PCSWMM GIS, lacking the pretty screen image and indexing that one
expects from PCSWMM.

I have an 2008 XPSWMM model that I need to convert to SWMM 5.
At present, I have one DOS application for converting from XPSWMM to SWMM 4,
and another Windows application to convert from SWMM 4 to SWMM 5. The final
product is not one I can run in SWMM 5 as is.
Should I try fixing up the file manually, or is there a better one-step
converter ( direct from XPSWMM to SWMM 5) available?

PCSWMM offers users multiple versions of SWMM engines (SWMM5.0.13 through SWMM5.0.22, with exception of 19 and 20). When you convert data / input files back and forth between EPA SWMM5 and PCSWMM, please make sure you are using the correspond version of EPA SWMM5. Otherwise, you will see difference model simulation results.
