There was a small series of stories. In the main set, a group of women get kidnapped and transported to northern Mexico. There they are experimented on trying to create the ultimate horres. Women that can easily become horny. The genetic manipulation backfires. Anyone given the treatment becomes able to make everyone, including themselves horny. Except for a small portion of the population is affected. In latter stories the population of the world is split up between those that can be turned into effectors, those that are affected by the women, those that are turned into effectors but are immune to the effect, and those that are can not be changed and are immune to the effect. I think the tittle of the story or set of stories was The Shining Ladies, or something like that.
