The government opposing this C-20 is foolish... In doing so, they're
basically saying that a nuclear accident is potentially foreseeable.
If the government is trying to communicate their confidence in nuclear
energy, they should remove the limitation completely.

Yep. Germany has removed the liability cap as has Finland. I've
heard no good reason why they don't do it here.
