The Skyrim Civil War, called the Stormcloak Rebellion[11] by the Empire, and frequently shortened to simply the Civil War[12] is an ongoing civil war in the province of Skyrim. Its origins can be found several years prior to the death of High King Torygg when skirmishes raged across the land,[13][14] with large-scale military conflict starting after he was slain by the Jarl of Windhelm, Ulfric Stormcloak.[15][16] According to Igmund, the Jarl of Markarth, the war "really started" after Ulfric and his militia (the Stormcloaks) were imprisoned and found they could trust the Empire no longer.[17]

The Stormcloak rebellion represents a large enough portion of Skyrim's population to have triggered a civil war. Some Nords, notably Jarl Laila Law-Giver of Riften, do not entirely trust or support Ulfric but back the Stormcloaks as they share the common goal of independence from the Empire,[26] while others feel the civil war bleeds Skyrim dry and will leave the Thalmor as the sole beneficiaries.[11]

The Thalmor plays a role in the Skyrim civil war, certain sources indicate that they are the (indirect) cause of the Civil War in Skyrim. Prior to the Markarth Incident, everyone still had their shrines of Talos.[21] However, when the Thalmor found out about the Empire breaking the terms of the White-Gold Concordat, they demanded the arrest of Ulfric Stormcloak and his militia,[1] at this point the Emperor was also forced to grant the Thalmor access[29] to Skyrim and give them the rights to "drag people from their houses" if they worshiped Talos.[21] Ultimately, this is where the war against the Empire truly started.[1] They also played a role at the execution in Helgen, where they tried to save Ulfric Stormcloak from execution, in order to keep the war going.[51] While the Thalmor themselves were unsuccessful in stopping the execution, Alduin's attack on the town allowed Ulfric to escape.[52]

Well, actually... you can! I have that problem too, I don't hate anybody in skyrim, and I honestly don't want to spill that many blood. And luckily, there is a quest for that. it's called "Season Unending". To activate this quest you must either talk to Esbern (Akaviri), Arngeir (Greybeards), or Paarthurnax about the war, and so on. We should add, however, that Ulfric has a history as a Thalmor asset, plus the Thalmor's favorite Skyrim is a Skyrim where the civil war continues to unravel its remaining vestiges of stability. But as far as proud outward anti-Aldmeri stances go, the Stormcloaks win this round.

One of the main reasons for the civil war was the banning of Talos, a Skyrim native and favorite son who founded the empire and ascended to godhood. The Thalmor are opposed to the idea of a mortal becoming divine and this made a lot of Nords very, very angry.

On May 6th 2020, Apollowdown made a Reddit post on r/skyrimmods announcing that he was allowing Civil War Overhaul to be put back on the Nexus and released the source code allowing anyone to work on the mod picking up from where he left on. There are currently Special Edition and Legendary Edition ports of the mod's Redux that is in beta and patching bugs left over from the original version of the mod.

Alduin is defeated thanks to Isilmé and her friends. However, the threat of the civil war still looms overhead. Not wanting the Aldmeri Dominion to dig their claws further into her home, Isilmé joins the Stormcloaks. Armed with her Daedric heritage, dragon allies and more, Isilmé will do everything she can to protect her home. But will it be enough?

The civil war missions (those that weren't battles) were supposed to be given in a randomized order, while in the final game they follow a linear order. Also, while the final game only has three missions, there were originally twelve possible missions to be given randomly. These missions would also be given in pairs, rather than one at a time.

This mission would have had the player seek supporters in the local populace, and while the remaining script doesn't really tell us anything. There are two factions that bear similar names to the property mentioned in the script "CWAlliesS". The two factions; "civilian allies of Sons of Skyrim faction", internally known as "CWSonsAlly", and "civilian allies of Imperial faction", internally known as "CWImperialAlly" both contain one member each. Riverwood resident Gerdur is part of the Sons allies faction while blacksmith Alvor is part of the Imperial allies faction. People recruited by the player likely ended up in this faction, with its purpose seemingly being that recruited people would help attack and defend certain cities during battles.

Possibly the strangest mission, this one doesn't appear to really have that much to do with the civil war itself. An unused Orcish man named Makhel Abbas would show up at a military camp in relation to a certain "vision quest". The player would've gone hunting with Makhel, with the target being an unknown creature named "Gar-shutan". Once the target was killed the quest would've been set to stage 30. If the player killed Makhel, then the quest would've been set to stage 205, Makhel's hunting AI also adds and removes him from the HunterFaction. Finally, if the player helped Makhel with his vision quest, Makhel would've become an ally to the player and their cause, showing up on the battlefield.

Internally known as "CWAllies", Allies is a quest that was once intended to function alongside the main civil war questline, but in the background. While the player recruited allies, this quest was meant to track them and make sure they showed up in siege battles. Up to ten possible allies had the ability to show up in order to help with the battle; although it's unknown who these allies would've been exactly, at least the giant, Goldar, from mission eight, and Makhel Abbas from mission eleven were meant to be possible allies that could show up.

Jarl of Haafingar and the Empire's candidate for the title of High Queen of Skyrim. Her seat is in Solitude. She is the widow of High King Torygg, whose murder/death in honorable duel began the civil war.

  • Gameplay and Story Segregation: A mild and rather interesting example. Once her personal quest (to take Torygg's horn to a Shrine of Talos) is completed, Elisif will greet the Dragonborn with "It's a fine day with you around," a line normally used only by female NPCs who are candidates for marriage. There actually was going to be an option for the Dragonborn to marry Elisif and potentially become High King in this way, but it was cut; the line of dialogue, however, was left in the game.
  • Happily Married: It's indicated, though not outright stated, that Elisif and Torygg were this before his death. She speaks of him fondly and is still in mourning, and his spirit, if encountered in Sovngarde, clearly regrets having to leave her.
  • The High Queen: Her official title, but subverted, as she has the disposition and attitude but not the experience this trope implies.
  • Hot-Blooded: Downplayed in her outward behavior, but still visible through her actions. Elisif is very eager to prove she can be an effective ruler, but this leads to her overcompensating when making decisions. Reports of strange noises and sightings coming from a cave may warrant a scout patrol to investigate, but Elisif immediately orders an entire legion to storm the place; when the Bard's College convinces her to reinstate the Burning of King Olaf festival, she says she wants it to become a weekly event. Fortunately she has Falk Fire-beard by her side to suggest more moderate courses of action, and she yields to his recommendations since she knows he has more experience.
  • Horrible Judge of Character: Sincerely believes Elenwen to be a generous ally of Skyrim. Even Tullius, one of the Empire's staunchest supporters, knows it's just a charade and only attends her parties out of obligation.
  • Metaphorically True: Elisif and most of her court will attest that Ulfric literally blasted Torygg apart with his Thu'um. Ulfric states that the truth is far less dramatic; he merely knocked Torygg to the ground with a shout and ran him through (indeed, the only shouts he knows are Unrelenting Force and Disarm). The claim may be exaggerated, but it was still directly responsible for the High King's death; and it's stated in the game that Ulfric killed Torygg in front of Elisif, so it stands to reason that she has a pretty good idea of what happened.
  • Nice Girl: She doesn't get upset at the Dragonborn if they side with the Stormcloaks, and is still willing to declare them Thane and say that "It's a fine day with you around." She's the only Imperial Jarl to do so; all the others insult you if you visit them in her hall.
  • Puppet Queen: Currently serves as one under the Empire due to the war demanding Tullius's leadership and her husband's advisers being more experienced in handling the ruling of the Hold than she is. Can also end up as one if the Stormcloaks take over Skyrim, where she keeps her position but is effectively serving Ulfric in spite of her hatred for him. It's left ambiguous as to whether her situation - in either circumstance - will remain the status quo in the future.
  • Reasonable Authority Figure: She takes threats to her hold very seriously, and is one of the more approachable Jarls (she allows commoners to petition her directly, for example, and never speaks down to them), but she often lacks the experience needed to properly prioritize issues. She's also willing to hear out people who disagree with decisions she's previously made and may reverse them if they convince her.
  • Reclining Reigner: Averted - the throne used by each Jarl has an animation tied to it that makes anyone who sits in them this trope. The Solitude throne, however, has a different animation, causing Elisif to sit upright with her hands on her lap.
  • Right for the Wrong Reasons: When she learns of strange sights and sounds coming from a nearby cave, Elisif wants to send a contingent of soldiers to investigate; her steward talks her out of it. Despite appearances to the contrary, Elisif's response is in fact completely warranted by what's really going on in there - but neither she nor Falk have any idea of it.
  • Screw the Rules, I'm Doing What's Right!: Asks the Dovahkiin to offer her husband's horn to a Shrine of Talos as part of a traditional Nordic burial ceremony.
  • Ultimate Job Security: She is the only Jarl who is not replaced if the opposing faction takes her hold; presumably, her inexperience diminishes her threat level in Ulfric's eyes.note A cut quest also suggests that Ulfric has concerns that harming Elisif would escalate the war with the Empire and also open him up to reprisal.
  • World's Most Beautiful Woman: The only woman in Skyrim to have a title relating to her physical appearance.
