If Bi-State runs the proposed trolley (and I assume it would), any bets
on how long it will be before it runs in the black? (My money would be
on "not in my lifetime".)
Eventually the page does indicate who is doing the "charg[ing] with the
task". Nobody spending their own money, or money willingly entrusted to

No idea could be worse than a trolley from the Loop to the History
Museum.
Don't get me wrong, the old streetcar system was apparently really
efficient and good, and it's terrible it was forced out, but this
particular trolley is the worst possible idea.
First, there's already a much more efficient public transportation
route for the exact same route: Metrolink! Metrolink can take you
from Delmar (or the Skinker station) to the Forest Park station in a
couple minutes. A trolley would be MUCH slower.
Second, Bi-State is already suffering a huge deficit and is short for
cash. They're slashing a bunch of good routes to save money. The
last thing they need is big expenses for a wasteful trolley ride. The
joyride trolley ride is the LAST thing anyone needs.
NOBODY would ride the trolley. Joe Edwards dreams of an all-white
Loop and an all-white St. Louis area, where a trolley full of white
people sings gaily (yes, that's a double entendre), "Clang-clang-clang
went the trolley..." Joe Edwards is always fond of gentrification
projects paid by taxpayers.
In reality, blacks will not go away. Last summer the start and end
points of the proposed trolley were full of violent gangs of black
youths. These youths viciously attcked people as they entered and
exited the stations. The local TV stations played security footage of
the attacks nonstop, ensuring no white person would ever consider
setting foot in the area. Fear of blacks, poor people, and violence
will keep people away from the trolley.
The fatal shooting of a policeman in the Loop is another recent news
event to keep people away. Channel 4 is racist: on Martin Luther King
Day, their lead story was about keeping the Loop safe (by keeping
blacks out), even though the police shooting (committed by a white
shooter) was months earlier.
If they want to build the trolley, here are the conditions:
1) Funding must be 100% PRIVATE.
2) In addition to the private funding, the proponents of the trolley
MUST put up many millions more private money to pay for the
inconvenience of the trolley blocking traffic and of construction.
Joe Edwards proves socialism takes from the poor and gives to the
rich. He's one of my least favorite people in the region.
While we're on the subject of taxpayer funding of a History Museum
project, am I the only one who doesn't agree with city and county
residents paying big taxes to make the History Museum and Zoo and
other Forest Park attractions free for outsiders?
Here's how I would handle admission to the Zoo and similar
attractions. If you're a resident of the city or county, you can get
in free IF you show CURRENT identifiction proving you reside in the
city or county. Everybody else must pay a significant admission fee.
Am sick of parasites from St. Charles County driving for free on non-
toll roads (paid by the tax dollars of people who don't drive) and
invading Forest Park and not having to pay any charges other than the
implied "insurance" of handouts to panhandlers to increase the chance
their SUV is in one piece when they get back to the parking lot.
The attempts look pretty real to me. As have been the failures.

Since POV penetration is over 90% *and* most highway funding comes from
fuel taxes and use taxes, just how are people who do not drive paying
for any significant portion of those highways, Terry?
Motorists pay a far greater percentage of mass transit costs than
non-motorist pay for highways.
