I just tried making a Google Voice call via the web and got a message
that the call will cost me $0.02 per minute. Not a big deal. But up
until yesterday that same call was free.

What area code? They do charge that rate for calls to Hawaii, and
they charge $0.04 to call Alaska. But calls to the lower 48 are still
free AFAIK.

Both my number and target number are in 314. Mine happens to be a
Skype number. Don't know about the other.

I've now tried a few different numbers. It only happens on this one
particular number which is in the 314 area code.

Aha, Google Voice must have changed their phone number parser. The
number that I had in my contacts looked like this:

314-555-1234,,,,,,9876

9876 was the extension. Up until today GV ignored everything after
the commas so I could see the extension, which I have to dial in
manually. Not so today. I'm guessing that whatever changed made the
number look like an international number. I removed the commas and
the extension, and all's well again.

Another workaround is to add the country code, 1 for the US:

1314-555-1234,,,,,,9876

That allows me to keep the extension with the phone number.
