Mac Trackpad scrolling

MacBook Pro; macOS 15.7.4 (an antique)
In the Location window, I.m selecting a Planet from the list.
I use the scroll gesture, two fingers on the trackpad.
If I move rapidly the list scrolls (with inertia!)
If I move slowly nothing happens.
I understand that supporting the trackpad is difficult;
perhaps it's not supposed to work.
But the thumb in the scrollbar works nicely.
