Arm validators for Oct 9 network settings update

Hello validators!

I'm writing to coordinate a vote to update network settings on October 9 at 1700 UTC.

Please arm your node for the upgrade with the following command:

The changes are:

Contract limit:

contract_max_size_bytes, From 64KB to 128KB

Tx limit:

Tx_max_write_bytes, from 65KB to 129KB 

tx_max_size_bytes, from 70KB to 129KB

Ledger limit:

Ledger_max_write_bytes, from 70000 to 140KB

Ledger_max_txs_size_bytes, from 70kb to 130kb

State archival limit:

eviction_scan_size, from 100kb to 500 kb
