March 19 Phase 2 Soroban settings vote

Hello validators!

As discussed last last week in a thread on the Stellar Dev Discord, we're proposing a vote to update the network settings for Phase 2 of the Soroban rollout a week from today: Tuesday, March 19 at 1600 UTC. 

Here's the command to arm your nodes for the upgrade:

You can review the proposed settings using the following command:

http-command 'dumpproposedsettings?blob=NYc2rbIXvJtVPBfoyvtxe0rPmVyhWsGzw9L3NrAL9udaaPgVAFR+oAIXAPSGblKpbg1XRnz+IkoT9/Rlrv4Ihw=='
