Feb. 27 Phase 1 vote instructions

Hello, validators!  

We're coordinating a validator vote for Feb. 27 at 1700 UTC to update Mainnet settings for Phase 1 of the Soroban rollout, which will increase limits a bit to allow for more smart contracts transactions.  

The command to arm a node for the upgrade:
