Arm validators for July 17 network settings update

Hello, validators!

We would like to coordinate a simple network settings update to increase the ledger key size limit from 200 to 250 bytes.  The plan is to arm for a July 17, 2024, 1700 UTC vote.  That's a week from tomorrow.

Here's the command to arm validators for the upgrade:

You can review the proposed settings with the following command:
http-command 'dumpproposedsettings?blob=tywAwt5WgEUrEGHjX7kMHq8qe6N9dZs5oEP2rA+hFCwmXWPPNw2jZVL/GIG6Dj/ThBt+vM6XnZuhIVX1Ts8Szw=='

Reason: the current limit doesn't allow for certain Stellar Asset Contract (SAC) usage scenarios.  Specifically, it's not possible to create a SAC allowance from a classic account to another classic account.

This increase fixes that issue, and increases flexibility for the contract developers in general.
