Feedback requested on CAP-0077 - freezing ledger keys via network configuration

Hi Stellar Developers,

I’d like to invite the community to review and provide feedback on "CAP-77: Ability to freeze ledger keys via network configuration". This CAP proposes a protocol-level mechanism to freeze specific ledger keys through network configuration. The goal is to improve the network’s ability to respond to corruption or vulnerability remediation scenarios transparently and through consensus.
