CAPs 71 and 83 --> Awaiting Approval / CAP Core Team review

Hi CAP Core Team,

After several public discussions, reviews, revisions, and iterations, the following suite of CAPs describing changes to stellar-core and the Stellar Protocol moved into the "Awaiting Decision" phase. This means they are ready for final deliberation by the CAP Core Team.

1. CAP-0071: Authentication delegation and address-bound Soroban credentials. There are two sub-CAPs associated with this, CAP-0071-01 and CAP-0071-02.
2. CAP-0083: Allow validators to vote to skip the current ledger

The next step is for the CAP Core Team to review each CAP and approve, reject, or request revisions.
