Soroban CAPs --> Awaiting Approval / CAP Core Team review

Hi CAP Core Team,

After several public discussions, reviews, revisions, and iterations — the following suite of CAPs that describe the changes to stellar-core and the Stellar Protocol moved into the "Awaiting Decision" phase, which means that they are ready for final deliberation by the CAP Core Team.

1. CAP-62: Soroban Live State Prioritization
2. CAP-63: Parallelism-friendly Transaction Scheduling
3. CAP-65: Reusable module cache
4. CAP-66: Soroban In-memory Read Resource
5. CAP-67: Unified Asset Events
6. CAP-68: Host function for getting executable for Address
7. CAP-69: String/Bytes conversion host functions
8. CAP-70: Configurable SCP Timing Parameters

The next step is for the CAP Core Team to review each CAP and approve, reject, or request revisions. Often, the discussion about whether to do that or not happens at a protocol meeting, but since these particular proposals were created and discussed so much in the open, I'm going to poll the CAP Core Team over email:

David, Nicolas, Jed: when you get this, please take a look at the CAPs, and respond here to let me know whether you approve, reject, or want to request revisions.  There are 8 in all.
