Final Comment Period: CAP-42

Hello Devs,

After last month's Open Protocol Discussion, the CAP committee agreed to move CAP-42: Multi-Part Transaction Sets into Final Comment Period pending acceptance.

Everyone now has until April 15, 2022 — which is one week from today — to bring up any major concerns that have not yet been addressed by responding to this thread.  For more information about the CAP process, see the official documentation.

CAP-42 gives validators control of which fee policy to use for individual transactions included in a ledger by allowing them to isolate subsets of transactions that can compete on fees without causing overall fees to increase. It also makes it possible to expand policies to other dimensions in the future.

Over a week has passed, and there were no final comments about CAP-42.  So CAP-42 has been officially accepted!
