Today's Mainnet settings update

Hey, everyone!

Today at 1700 UTC, validators voted to update Mainnet settings to bring down rent fees, and make them fluctuate less over time.

A quick summary of what they include: 

• Write fees now fluctuate between 11k-12k stroops  (vs the previous 10k-40k stroops)

• Rent costs decreased 1.5x

• The per-transaction read bytes increased to 200 KB

These are the same settings that were applied to Testnet a few weeks ago.  Nice!
