Soroban CAPs 73, 77, 78, 79, 80, 81, 82 --> Awaiting Approval / CAP Core Team review

Hi CAP Core Team,

After several public discussions, reviews, revisions, and iterations, the following suite of CAPs describing changes to stellar-core and the Stellar Protocol moved into the "Awaiting Decision" phase. This means they are ready for final deliberation by the CAP Core Team.

1. CAP-0073: Allow SAC to create G-account balances
2. CAP-0077: Ability to freeze ledger keys via network configuration
3. CAP-0078: Host functions for performing limited TTL extensions
4. CAP-0079: Host functions for muxed address strkey conversions
5. CAP-0080: Host functions for efficient ZK BN254 use cases
6. CAP-0081: TTL-Ordered Eviction
7. CAP-0082: Checked 256-bit integer arithmetic host functions

The next step is for the CAP Core Team to review each CAP and approve, reject, or request revisions.
