Within the European Research Framework Programme (at the moment the
7th Research Framework Programme (FP 7)) scientists from European Member
States/Associated Countries and third countries have the opportunity to
inter alia enhance research cooperation and establish and strengthen
research networks. In order to do so, the framework offers transnational
calls to support research projects and networks in different scientific
fields.
The Project Management Agency PT-DLR by order and
in account of the Federal Ministry of Education and Science (BMBF) is
continuously involved in several regional transnational projects under
the European Framework Programme as well as national calls under German
programmes. In particular, PT-DLR is entrusted to the management of
several transnational calls for proposals. In this field PT-DLR offers
broad expertise by operating a tool which can be used to eminently back
up transnational-call-management. In the past this has successfully been
done within ERA_NETs, BILAT and INCO_NETs from the FP 7 research
programme.
The database of evaluators EVAL-INCO 2.0 is first
of all designed to facilitate the assessment of proposals, submitted in
the context of transnational calls. Independent experts register on
EVAL-INCO 2.0 to be selected for peer reviewing these proposals. The
matching process is undertaken by PT-DLR with an independent, electronic
matching mechanism (based on impartial selection criteria) fulfilling
the objective to guarantee a high quality rate of peer review. The
results of the peer review evaluation form the basis for the funding
decision within the respective European Framework Programme.

You are right, we need a minimum of two from both continents. My Finland colleague is handling the European partnership. From my previous experience, it is risky to operate with the minimum number. That is the reason we needed at least one more than the minimum number, if ones fails us at the last minute we are still okay.
Our area of interest is bioenergy and water/wastewater:
-biodiesel production
-water/wastewater treatment (using low cost adsorbents, photocatalysts, etc)
-biogas production
We will be grateful for your assistance.

Thank you very much fro your interest in the ERAfrica Call for Proposals and for your interest in cooperating with an Egyptian researcher.
Of course I can help with disseminating your request in our network, but first I need you to clarify two points for me:
1) I noticed that you already have 2 partners from Africa (yourself and Kenya) and only one from Europe (Finland). It should be noted that an ERAfrica consortium requires at least two collaborators from Africa and two from Europe from the partner countries. Accordingly, you should first search for another collaborator from a partner European country. If after that, you are still interested in finding an Egyptian collaborator, please let me know.
2) I am not sure what the subject of the intended proposal is and under which thematic area it falls. I need this information to disseminate your request in the right place, and to ensure that all partner countries of your consortium, and Egypt as well, have pledges under that thematic area.
