hi i am having trouble downloading games with the steam limiter, i am not sure if the servers are down or anything but i am up to date and in steam i changed my download settings to western australia (telstra). i am not sure if i am doing anything wrong or if everyone is having this problem

Given Teltra/Bigpond no longer offer unmetered Steam servers, effectively all Steam-limiter is doing if you're on Telstra is to limit you to downloads from a non-existant server.
With Steam having implemented scheduled downloads, and assuming you're on a peak/off-peak plan you may want to set it to download only during your off-peak timeframe. Alternatively spring for a larger capped plan or switch to an ISP with an unmetered Steam CDN e.g. internode/iinet (until TPG possibly works their magic on them of course).
