Can't Download

I have seen some topics about this but they are all older and don't really have a solution. Up until the other day I have had no issues with Steam Limiter, now while it is active I cannot download any game on Steam, I have to close the limiter and then the downloads resume like normal. I am on iiNet ADSL2+ and am running Windows 10 64 bit with Steam limiter 0.7.1.0. I haven't changed any settings, I've tried out different regions on Steam but nothing works. Does anyone know why it would have stopped working and if I can get it working again? Thanks
