Telstra Bigpond Not Working

I am using the latest version of Steam Limiter and the program has detected Telstra BigPond as my ISP. The problem is that for some reason when I start downloading on steam with the filter enabled, steam simply does not want to download.

According to a post back in October, Telstra have discontinued it's Bigpond Steam Servers. They've been slowly getting rid of all their old Gamearena services and servers - the ventrilo servers disappeared a couple of months back also. Sounds like you're out of luck therefore and won't have unmetered Steam downloads anymore.
