Welcome; if you have any problems with or suggestions for the Steam Limiter utility tool for controlling the download sources of Valve's Steam game distribution system, this is another place to ask them.

In particular since the Steam client can behave in some unusual ways when it's being controlled by Steam Limiter, it's not really apparent whether some behaviour is expected or not.
