Dear Coordinators,

I know you are looking forward to the weekend and I'm sure you welcome this chance to prepare for the upcoming holidays!  

I did want to make you aware of a dual enrollment issue that has come up from several local school systems statewide.  Recently, I have fielded this question several times, and it has related to some Graduation Coaches' work with their targeted group of students.  I know that many of you are interacting more often with these coaches and you, too, may be asked about how dual enrollment applies to students who need to "catch up" coursework to meet graduation requirements.  When this situation arises, I would greatly appreciate your help in conveying a consistent message.  And, if there are others at your college who deal with dual enrollment, I hope that you will share this message with them.  Also, I have made Karen Faircloth, Division of School Improvement, aware of this situation, and she will provide clarification to the coaches statewide.  

As expected, we as Tech Prep Coordinators, are often asked the questions that assist local school systems in correctly interpreting the Dual Enrollment Guidelines.  You will find a copy of these in the blue spiral bound handbook that I gave out in Athens.  

Thanks for reading the message which reflects the answer about the differences between dual and join enrollment in relation to students needed to take credits for graduation requirements.

DUAL ENROLLMENT MESSAGE FOR GRADUATION COACHES:


First, with regard to this subject, I am attaching the Board Rule on dual enrollment and would recommend that you download the Dual Enrollment Guidelines under the Seamless Opportunities link on the CTAE Division webpage of the GaDOE website.    

It is important to know that in order for a student to take advantage of dual enrollment, there MUST BE a school segment available during which the course can be taken.  With dual enrollment, a student can only take courses that equal the total number of segments available for funding in a school day.  The situation that you described extends beyond the available FTE funding segments in a school day and would not meet the criteria for dual enrollment based on the current funding guidelines as established by GaDOE.  Dual enrollment courses do receive "K" weight (vocational lab funding) and cannot supplant existing high school courses being offered.


Another consideration is the intent of dual enrollment as addressed by DTAE and GaDOE which is explained in the attached guidelines.  Students who participate in dual enrollment must meet all admission requirements and must follow the policies and procedures of the technical college environment while doing the same in the high school setting.  


The intent of dual enrollment has not been as a credit recovery mechanism since this academic assistance toward meeting graduation requirements is the responsibility of the high school and can include such options as software programs like Plato and Novanet or online/postal service correspondence courses.  The true focus and intent of dual enrollment has always been to provide "career and technical education" programs that the school systems have not been able to offer in order to provide more students the opportunities for seamless transitioning.  The direction of dual enrollment has not been one of remediation or credit recovery.  Again, high schools are best equipped to seek options for students so that they can get back on track and make up credits if they are behind.


I would suggest that you review the Board Rule and Dual Enrollment Guidelines (from our webpage) and contact the GaDOE Data Collections Dept. with any questions regarding FTE funding for career and technical programs (vocational labs).
