State Agencies Showing Great Progress on Angler Recruitment, Retention and Reactivation (R3) Recommendations


R3 efforts by state agencies are critical in driving increases in fishing participation. In 2018, the Association of Fish & Wildlife Agencies (AFWA)’s President’s Task Force on Angler Recruitment, Retention and Reactivation (R3) put forth recommendations for state agencies to increase effectiveness and efficiency of these efforts.

Today, the Recreational Boating & Fishing Foundation (RBFF), with AFWA, published its annual State Angler R3 Scorecard for state agencies to assess progress on these Angler R3 Recommendations. This year’s scorecard shows instrumental progress in R3 staff capacity as well as strategic plan development and implementation




To encourage continued R3 progress, the 2024 AFWA Task Force developed a new set of recommendations for state agencies.
