January 27, 2025     State Agencies Showing Great Progress on Angler Recruitment, Retention and Reactivation (R3) Recommendations R3 efforts by state agencies are critical in driving increases in fishing participation. In 2018, the Association of Fish & Wildlife Agencies (AFWA)’s President’s Task Force on Angler Recruitment, Retention and Reactivation (R3) put forth recommendations for state agencies to increase effectiveness and efficiency of these efforts. Today, the Recreational Boating & Fishing Foundation (RBFF), with AFWA, published its annual State Angler R3 Scorecard for state agencies to assess progress on these Angler R3 Recommendations.
