Dear Colleague,

I am enclosing herewith the details of pending FCI payments as per FCI records. A comparison of the column no. 5 and 8 with column no. 6 and 9 shows that there is a huge discrepancy between the statement sent by FCI and the records of the States on (i) bills received from FCI and (ii) payments made to FCI

We would like you to reconcile with the local officials of FCI on both the counts. The recent PAB meetings have also shown that although funds have been released from States to Districts, there is a considerable delay in release of funds from the districts to FCI. In the case of States like Bihar, Assam, West Bengal, Arunachal Pradesh and Maharashtra, less than 60% of the payments have been made to FCI.

Orissa has not furnished any information on Bills received and payment made to FCI. Nagaland, Manipur and Arunachal Pradesh have not made any payments to FCI. Gujarat has also not furnished any information on bills received from FCI.

The FCI and Department of Food & Public Distribution have taken a serious view on this and requested that the reconciliation of pending bills should be taken up with FCI and payments released expeditiously. Accordingly, I would like to request you to look into the matter personally and ensure that the payments are made promptly to FCI to ensure smooth and seamless functioning of the Mid Day Meal Scheme.

Action taken in this regard please be intimated to us.
