Does anyone else get emails from a Shelley Cardiel  <shelley...@gmail.com> sending photos and asking if we were family members - most aren't even from my state - and I am wondering if I should forward them to the state in which the person lived?  

I checked and she is a genealogist - and some are listed on 
https://wsgs.org/Cardiel-photos   It says 

These photos were rescued by Shelley Thorpe Cardiel of Kirkland, Washington.  Shelley has attempted to locate family members so that the photographs could be returned to their care, but was unsuccessful.  She is passing the photos along to us in hopes that we might be able to make a connection with the family in addition to sharing the photograph with others in the community.  She does this as a hobby and appreciates reimbursement of her expenses, if possible, so that she can continue to recover and reunite family treasures with families. 

What do you all think?

She has contacted our Collin County Genealogical Society in Texas at least a couple of times over the years about photos. Seems like the last time she only scanned and emailed them to us. We could always put on our state and county sites then give to historical collection if descendants not located. I’ve also researched family of those in the photos if there is names listed.

Paula - Thanks for your comments - that is a good idea to put them up on state / county sites with a contact her for the original -

I get her emails all the time. Mostly I ignore them if they aren't from one of my areas.

Years ago I posted a message about large professional photos I had from 1928 and 1930 Bennett family reunion photos in Illinois and a lady contacted me and said she had the 1929 photo she bought at a garage sale just because she thought it was interesting. She mailed it to me at her own expense and insisted she did not want any payment, even for reimbursement of her mailing costs.  I treasure having all three photos since my dad and his parents and grandparents are the photo along with his mother's siblings.

I think there are many people out there that truly want to get photos to surviving family members.  We have someone on the Illinois Genealogy Facebook group that frequently posts photos (usually professional studio) photos they want to get into the hands of family members.

I treasure all the photos I have inherited going back to 3rd great grandparents on multiple sides of my family.

I have two letters my great great grandmother wrote in 1861 and 1863 my grandmother passed on to me.  Years later a cousin I shared scanned copies of the letters with found a guy in Kansas had another letter written in 1860's  by great great grandfather (husband) to his brother and later he found more copies of letters in an antique store in Maine written by these same brothers which he purchased. We treasure these and I am sure others would also be thrilled to find photos of their ancestors and even pay a reasonable sum for them if needed.

Shelley Cardiel has been doing this for many years. When she first started I gave her the 3rd degree and was satisfied. I advised her she must keep the photos on topic location-wise. She researches the photos she posts and includes that information, proving the location. I have not had any issues with her in the 10 or 12 years she's been posting. I consider it a service.
