kbs bug: commandline switches are ignored

Hello,

I have found a bug in kbs.tcl in the command config::configure

because '_' is not set as namespace variable, the commandline switches don't
have any effect. I tried to build a 32-bit variant on a 63-bit system, but
the configure just ignores '--disable-64bit'.
