Jail’s locks wearing out

The Bradford County Commission,  Thursday, approved a $21,711 appropriation to upgrade the county jail’s locking system.

Commissioner Doyle Thomas said the commission could completely retool the jail’s locks for $100,000, and that solution could last up to 10 years.  However, the chairman of the commission recommended the shorter-term solution that he said would cost one-fifth that amount.

Mr. Thomas attributed the worn locks to normal wear and tear.   

“Some of those locks are opened electronically 100 to 300 times a day,” he said.  “Anything that moves is going to wear [out].”  

Mr. Thomas said the  $22,000 fix-up may last more than 3 years.  “I don't like to say we are putting a Band-Aid on something but in all reality it is, to save $ 100,000.”

Sheriff Bob Milner said the $22,000 expenditure would replace parts in the system’s electronic control panels that officers use to open and shut the doors.  Mr. Milner added that the system needs immediate repair.

“I’ve got two doors on the interior now that will not close.,” he said.   “Fortunately, they are interior doors, not exterior, but still, it makes us have to us e correctional officers escort inmates we would otherwise have handcuffed and watch them come down the hallway on a T.V. monitor.”

And the Sheriff said  the county had little choice but to spend the money.

“We’ve got to have it, bottom line.”

Mr. Thomas said  he wasn't happy about having to shell out the money.    “That’s a lot of money to me.  But we just can’t afford to let the locks break.  We’ve got to have them.  It’s a necessary evil.”
