Sub: Meeting to finalise formation of South Star Apartments Flat Owners Association
Dear Member,
We are writing to inform you about the sad plight of the South Star Apartment complex in which you are also a flat owner. The Star Foundations and Structures Pvt. Ltd., (hereinafter called the Builder) had mismanaged the affairs of the complex as explained here :- (1) Builder collected payments for flats before 2000, but gave possession only in 2008; and many yet to get possession. Many paid registration charges but still to get the flats registered against their names. (2) Builder misappropriated the funds collected from flat owners for electricity connection from KSEB, and connection still not provided. (3) Back-up generators installed with flat owners’ money are misused day and night to supply electricity to flats and Builder’s office resulting in frequent tripping and breakdowns of generators. (4) The Builder is collecting higher unit charges for electricity than that of the KSEB from the flat owners. (5) Even after collecting maintenance charges promptly every month, no maintenance is being carried out in the building. (6) There are no sweepers to sweep and clean the common areas, and litter is scattered everywhere and garbage clearance is delayed. (7) Most of the lifts are out of order. The working lifts are noisy, and in dilapidated and filthy condition. (8) Water supply to flats was cut off by the Water Authority due to non- payment of dues of water charges by the Builder. (9) Security people of the complex left for non-payment of dues. No security agency is willing to come as the Builder’s payment reputation is poor. (10) Some people have hired flats from owners and are running hostels in the complex. They jam pack the rooms and spoil the flats. (11) Some flats are hired by bachelors and unruly elements who are spoiling the surroundings. Some owner-residents left the complex because of them. (12) Builder had collected Rs.10000 each from the flat owners for forming a flat owners’ society. He misappropriated the fund and not initiated any action to form a society despite many requests.
2. In order to solve the problems being faced in the complex, it has been decided to unite the flat owners under the umbrella of an association with the name “South Star Apartments Flat Owners Association”. Its formation, Bye-laws etc., will be discussed and approved in a meeting to be held on Saturday, the 10th December 2011 at 11 a.m. in the premises of the complex. In view of the points cited in para 1, it is pertinent to note that joint effort of all the flat owners is essential, and hence, we call upon all the owners to attend the meeting without fail.
