(SPOILER) Game Over, No End Game Sequence, Mission Incomplete? Is this how it is supposed to be?

I have played the game and it said "Game Over". When I clicked "Pay Up" it now shows this page, but "incomplete" and it doesn't seem there is anything else for me to find or do.

Am I missing some artifact that is stopping the game from showing complete, or is this how the end of the game is supposed to look?
