All, at Robbie's suggestion, I added a page on International Touch
Rules (as will be played at the Tumeke tournament in November). The
main difference is that we're going to need to retreat 10 meters for
all penalties, and a lot of things (e.g. forward pass, no touch, touch-
and-pass, etc.) are classified as penalties. I made a table breaking
down the offences and how far we have to retreat...
