Artwork DB auto-approval

Mike Colagrosso has just merged an update to the artwork DB. When
submitting a new artwork, if it's from an approved museum then the
system will now check the artwork page for the appropriate license
information. If found then the artwork will be auto-approved, so you
won't have to wait for another editor to review it.
